Craft > Cloth Making > Capes and Cloaks > Hirdsman's Cape
While anyone with the proper skills can make it, this item can only be worn by a member of the hird, a special rank appointed by the chieftain of a village. Hirdsmen can be summoned by the chieftain.

You need a loom to make a hirdsman's cape.
