is the formula for quality 4*level? just killed a lvl 4 and got q16 stuff, not capped by tool

If a fox can make its own path and destroy signs, is it capable of destroying completed wood piles?

^ thats weird, i just killed and butchered a fox, and the hide, intestines, & meat is q7. It was a lv 4 fox, and i have 5 survival, and quality 5 axe!
