This formula, as all others in the game rounds down.  The only one that doesn't match then is the q10 q10 which you've calculated to be 11.  That's not the case.  Carpentry only comes into the mix if it is lower than the calculated board q.  Which in that case would be 10.  The formula is correct.

I just got Q19 boards with a Q43 saw, Q10 lumber, and 20 carpentry. (43*10)^0.5 = 20.7.

Formula

The formula presented is close, but not correct. I have tested several combinations of saws and carpentry levels, and there have been a couple instances where the presented formula does not match up. Provided below is a table of my findings. Add onto the table if you wish, and test formulae against these findings.

Board Quality Test
Log Quality Saw Quality Carpentry Skill Resultant Board ((SawQ * LogQ) ^ .5 + Carp)/2 10 95 10 19 20
10 45 10 15 15.5
10 5 1 4 4
10 73 10 18 18.5
10 10 10 10 10
