The stats are inconsistant. It said base 5 cha and 1 ind, but the information of a Q16 hat point towards base 15 cha. I'm leaving this note as a future record for why I changed the base stats. --Apocalypse Please (30 August 2011)
Quality
I crafted a cylinder hat with Q27 silk and Q53 leather I received a Q33 hat so i think the formula is (3*SilkQ + leatherQ) / 4
(3*27 + 53) / 4 = 33,5
should not have been softcapped with my stats: dex 93, sew 50, psy 19. --Nimmermehr (30 July 2012)

Yes, the formula is 3* silk + Leather/4
I used 60q silk, 89q leather, stats 140 sewing, 90 dex, 85 psy. It turned out 67q.

Stats
I made a table on the front page using the information given, of q16 giving +18 CHA and q10 having +15. sqrt(1.6) * 15 floored is 18, so I assumed that was the formula to follow, as with most items. I don't know if the Industry bonus also scales with quality. Info on that would be useful. A q40 Cylinder Hat would then give +2 Industry and q90 +3. Foetuses [talk][cont.] 18:07, 24 July 2013 (EDT)
