I have found that smithing affects it. - bajuba

TESTED

Q75 Crucible + Q25 raw glass + Q41 coal= Q25 prism with a caracter with 20 smith and industry.

Q75 Crucible + Q26 raw glass + Q41 coal= Q26 prism with a caracter with 40 smith and industry.

Same materials with a full nature caracter(smith 1)= Q9 prism

The smithing 1 would automatically lower it to 13 assuming no attributes are included in the softcap function. This means full nature would lower the quality somewhere around 1/3. More testing is needed to make sure that number is correct. MagicManICT
