boat tar

added section about tar to the boat page, it appears tarring the boat is an extra step not included in actually building the boat,

so i'm choosing to leave it out of the objects req. for now. Perhaps a note in the objs req. that states the tar must be applied as a secondary step?

Also, I have yet to discover tar and i have yet to discover the rowboat recipe

(I have discovered boards, blocks, and bought boat building, so it seems to be the missing ingredient in this boat sandwich)
