Bogged Placement

Apparently the Obst(layer) has a bit of an issue.
Take for example the cattail stockpile. Its Obst layer gives it a size of 0.50% of a tile.
So in theory that mean one should be able to place 4 of those stockpile in exactly a single tile.
In practice that's out of the question. As cattail stockpiles simply refuse to go snugly next to each other.

Well, if there lined up with each other that is.
But if there not lined up nicely ... they stop complaining. (But only in one direction)

... O dear, the converted image is unexpectedly bad. Guess it needs initial width & height settings for RoB. (worked ok(ish) on some other wiki)
Hmm. The [11,10] sub-grids seems not as useful as imagined. The only part that still related to a tile having 11 base units is the "neg" layer. Which was why placegrid 11 & 22 where most useful. With "obst" floats (1.0 == One whole tile) that's not going to be the case anymore (ones all neg are replaced (removed or zero'd)). Back to [10,10] sub-grids, at least those directly match up with the "Obst" source cords.
