Since Silver has no quality, the ring's quality relies on the quality of the Goldbeater's skin. If your Jewelry skill, $sqrt(Psyche*Smithing)$, is lower than the Golbeater's skin quality, it will be softcapped by $(qRing+sqrt(Psyche*Smithing))/2$
