Unsure, however it most likely does. Due to the length and price for manufacturing steel not much in the way of formulas have been posted. Quality of coal / fuel / crucible seems to have no impact on quality of steel. I have put 2 wrought irons of quality 25 and 28 and 2 coals of quality 40. Crucible's quality was around 40. But other than that there is no clear specification if two bars of wrought iron produce only one bar of steel. I never messed with metal production in HnH, so I don't know.
