You don't actually need anvil+hammer to craft this, despite being metal.

If that's the case (I unfortunately can't test that). That could be because its using tin, which is a soft metal.
But that raises the question why the quality formula is based on anvil+hammer.
Can it be crafted by hand, and also with anvil+hammer ?
