If that's the case (I unfortunately can't test that). That could be because its using tin, which is a soft metal.

But that raises the question why the quality formula is based on anvil+hammer.

Can it be crafted by hand, and also with anvil+hammer ?

if that is the case, its missing a by hand quality formula.

The formula is either misplaced by an editor, or it's outdated information. For anything that can be hand crafted, the formula is usually just the average of the materials used, softcapped by stat/skill points.

PS (addicted facts checker here): Even if the chance that a tin fly can also be created with anvil+hammer is pretty low/unlikely. Without an actual verification of this, technically the "either misplaced or outdated" is an assumption. Probably a save assumption ... but an assumption nonetheless.
