They do flee you, just not in particularly effective way (unless they manage to get into Deep Water and you don't have a boat.) If you don't have boat, try to position yourself between Deep Water and Waterstrider to ensure that it will either try to flee into dry land (that it can't enter) of move straight into your hands.
