A very rare Curiosity found by fishing in any body of water. It can be used to craft Rusalka's Water Moccasins.

The Other Old Boot seems to be much rarer of a catch than its counterpart, the An Old Boot

A rumor started back during the early worlds, that the boots could be fished up where a player wearing Ranger's Boots had drowned, but this is simply not the case. Note that this was back when anything dropped into the water, or on a character that drowned, was simply deleted from existence. Currently, items like that enter a "trash pool" that can be randomly accessed while fishing (as bonus loot, outside the chance to roll for a successful catch on a fish.)
