Rusalka's Water Moccasins are boots that increase your swimming speed. They are crafted using the two rare curios An Old Boot and The Other Old Boot which can be acquired by fishing in any body of water where a player wearing Ranger's Boots has drowned. [Citation VERY MUCH needed]
