While anyone with the proper skills can make it, this item can only be worn by a member of the hird, a special rank appointed by the chieftain of a village. Hirdsmen can be summoned by the chieftain. Lawspeaker can be also hirdsman so it can also be worn by the village Lawspeaker. [Verify]
