A Nidbane Fetter is used in conjunction with a Runed Dolmen to summon a Nidbane, a wraith used to exact justice on Hearthlings that have committed Criminal Acts against you, or anyone else whom a crime has been committed against.
Fetter quality affects the summoned Nidbane's stats, and is softcapped by Psyche and Stealth.
