How to Acquire
Tough roots are produced by particular tree stumps. These will return 1..6 tough roots when removed.
Tree stumps that always give tough roots: Baywillow, Blackpine, Elm, Fir, Juniper, Kingsoak, Oak, Sallow, Spruce, Whitebeam, Willow.
Other tree stumps don't give any tough roots. This includes old stumps.
Exception: Terebinth stump. Which can return None or some tough roots.
Quality
The quality of tough roots is based on the quality of the stump that was removed.
